Brakes come first
Look for a mechanical brake, disc or drum, on at least one wheel, and ideally both. Some cheap scooters rely mainly on regenerative (electronic) braking, which fades as the battery fills and is not something to trust in an emergency stop. Small wheels and a standing posture already make scooters less stable than bikes under hard braking, so this is not the place to economise.
Tires change the ride more than the motor
Pneumatic (air-filled) tires absorb bumps, grip better in the wet, and make a scooter tolerable on real pavement. Solid tires never puncture, which is genuinely convenient, but they transmit every crack in the road and offer less grip.
